dunno though, I'm hoping that as you increase in levels, I think the significance of your aim should increase quite a bit..

Guys i think i have pretty big bug on "Head Of State" quest...
 Spoiler: | i got the picture of the memorial for celeb and then i go speak to hanibal and he tells me meet them in 1 hour at the memorial..i fast travel to there but there no one there...tried couple times still nothing...so i tried to go and escort them...the problem is after an attack hanibal gets stuck and not moving...WTF?!?
how do i supposed to finish this quest?!? |

He never showed up for me either, tried going back to find him but he's just dissapeared.

| Spoiler: | When I did this quest, the slaves took the 'scenic route', heading all the way over to the west of DC and then through the subways.. but they did reach the memorial eventually  Just clear the memorial out, and sleep/wait there until they show up.. you should be able to track where they are on the map with the quest marker |

I did something similar important thing is not to save your game anytime after he told you to meet him so you can reload if something goes wrong, eventually he will show up BUT not at the memorial but outside the metro station, then he will tell you that slavers occupy the memorial even tough you've probably killed them all anyway and then you lead them on the memorial to charge the non-existing slave platoon. |

well i just slept for 2 days at the memorial...then they showed up...and i already killed the slavers there...so it done.

I'm a level 6 evil Raider...
Playing without vats, I got this Shishkebab (spelling?) flame sword; I've logged a good few hours just wiping places out, looting them and then selling all the shit to the closest trader..
Just cleared out a fucking trainyard and foundry with a whole bar inside a cave.. took about 10 or so trips to sell all their shit...

The roving traders seem to renew their stock and amount of base caps after a period of time if that's what you mean...
You may be further into the game though and talking about dealing with more valuable shit than me, usually It's just raiders, so assault rifles, armor etc...
I keep the ammo of course, so I'm only dealing in 2/300 caps per trip usually, and any ammo the trader has I'll buy..

Just read your edits... Guess it may be an issue further down the road..
