Maybe you have broken or missing audio codecs (unlikely since you reinstalled Windows).
Check in Device Manager if the sound card installed properly or if there are any conflicts.
And check if the speakers are pluged in correctly and if you have muted sound in sound panel (happened to me a lot of times 
).
