Be careful with the used 4090s. when it smokes u know its dead. with intel u know jack shit and all u get are random ass BSODS as it disintigrates slowly ...

Well my issue has been resolved. I don't know which step did it, but I reseated the video card, and switched 8 pin power cables from the PSU. I have 2 sets of 2 8 pin PCI-e power cables, so I just switched to one from each. No more crashing.
