Yes, RDNA users still report many issues, if you watch the dedicated threads at Guru3d/OCN etc.
Yeah, one of my buddies is a bit of an AMD fan but even he admitted that they fucked up, so that's how I knew that this time it couldn't be just the usual "amd drivers lololol" schtick

On a more serious note: would I say it's really fucked up: No, but it brings more trouble on average than Team Green's drivers. And yes even they can make a stinker now and then.
I probably read all the threads about every new driver iteration on some of the more technically versed forums and I actually believe people like JBeckman and other guys with those gpus more than youtubers (I don't watch them btw.). I always use DDU myself, then again my heavily tweaked (Core/Mem/ Memtimings) Vega64 with the Morpheus Cooler has zero issue with these drivers. (My last issues were due to a hidden gpu miner)
Of course there may be scenarios where the gpu just works alright, but obviously not all of them did and the reports were a bit too many for my taste. It also took them a bit of time to get Vega going when it came out, maybe RDNA is mostly fixed now and I hope when RDNA2 with Raytracing hits, all will be well.
One thing I love about AMD drivers is the Adrenalin software, except for Memory Timings, you have good control over every aspect. It looks a bit bloated but for a tweaker and OCer, the software is awesome.
I always recommend Nvidia to my lesser technically versed friends. I'm a tinkerer myself, so I don't really care for the little tweaks and stuff.

RTX ON 4K Quake II runs like 20-30fps , but most games are possible 4k60 on 2080ti if you tone down settings to high or so (without RTX ON), ultra is anyway always unoptimized PC only shit.
Difference these days between low and ultra is so small. Gone are the days of having a game look completely different so that it can run on several generations of hardware. Now it's just a bunch of diminishing results nonsense, be it because of lack of any care, unoptimized approximation algorithms at scale or tacked on shitty features to put as ticked check boxes. You see this with Switch "miracle" ports, where the only thing these "amazing" porting houses can do is scale down LOD to 1-2m and lower the resolution—basically brute force some kind of acceptable FPS—rather than legitimately have many graphics options they can disable. Most games at medium compared to ultra zomg xxx presets look exactly the same.
4K and RTX are both inherent "But can it run Crysis"-memes. Developers of AAA titles "guess" what kind of hardware will be available once the game is released and set their design goals based on that. Depending on how much of that performance goal they've built into the actual game (not only engine) we'll see games that when released are just ridiculously demanding since the developers overshot the reality of expected performance.
Add to that lazy development with little time spent on optimization and tuning (time and optimization cost money and publishers want the money "naow", not later) and we have games that present the Crysis experience all over again.
And nVidia with it's RTX tech was underpowered and in my eyes underwhelming, esp. since the performance hit isn't worth it. But at least they got RT on consumer PC's and with new iterations/generations/AMD we'll get better performance and experiences even with mid-range cards (unless something happens it's going to be standard with RT on almost all upcoming GPU's in coming years).
The problem with "RTX" is the implementation. Everything becomes a fucking mirror. It just makes no sense. It comes with the territory. Remember how when pixel shaders first appeared, everyone was putting exaggerated pixel effects to show off their nonsense? Hopefully, as newer generations start appearing and the software matures, we will see much better uses, such as global illumination controlled with ray tracing.

Metro Exodus looks better with RTX because the engine looks bad without it, simple as that. Look at comparison videos of how bland lighting is in that game, then look at something like RDR2 or even Wolfenstein 2 (without RTX). It's just a bad implementation (or lack thereof) of the illumination algorithm, which is then brute-forced to look better by ray tracing. And it still looks only adequate, compared to other, more advanced engines.
Seems that corona virus will fuck everything up technology wise. Brother cant get new GPU because of corona virus, RMA has took like nearly 2 months now.
