First impression of the new mastercrafting system seems good, let's see how easy/hard some of the encounters are or how likely it is to face them (hello delve bosses).

i hope there is a way to level up without this bloody acts. im sick n tired of them , have like twenty lvl 5-45 characters and each time i just quit cause im bored of the linear playthrough.
never made it to the maps lol, always got bored

You just play through once, how have you not managed to do that yet?
It doesn't take long unless you are bad at the game.

its dull as fuck after the 30th time dude ... each league u have to do this shit again and i played nearly all leagues for a little bit, they make u go through it for no fucking reason. at least diablo has adventure mode.... why cant they just let me choose an alternative way , they gotta figured out by now they losing a ton of players who cant be asked to go through the same shit over n over each league

You are really missing out if you never played maps.
The pre map part is like a giant tutorial. It's only ~10% of the game.
Experienced players can get to the mapping phase in around 7 to 8 hours.

Adventure mode ... probably the most boring thing ever invented. It's like the MMO quest of killing 10 mobs and collect 10 items from the beginning to the end. I guess that's why I was burnt out from D3 very quickly.
I don't mind playing through the acts because you still up very quickly and you have various ways to make your character move faster to level even faster. I mean you can do act 1-3 in like 2 hours and that's not even remotely fast. Skip every sidequest and do them later. Just rush to the boss and get the acts done.

My issue with the game is trying to figure out how to make a solid build. The last time I searched for info, I really didn't find any suggestions for builds unlike Diablo 3 which had pages dedicated to builds. The skill tree is just massive and overwhelming to someone trying to decide which way is better or not.

As mentioned, the forums are full of builds.
The skill tree can seem overwhelming at first, after you have an idea of what you want to achieve with your character, its straight forward and quite fun to use.

do you need to follow any build if your goal is to only finish the story mode?

The Skill tree is only overwhelming because there's no free respec and new players would have no freaking clue how much of defence, damage and attribute to meet gear requirement you'll need in the end.

No you don't need to follow a build. If you pick a witch with lighting spells, you pick skills that improve lightning damage etc
Maps are a different story though, they get insanely hard as you would expect.
Honestly I don't think maps are viable for a first time player and first time character, you need to have some understanding of skills/characters and types of items work well, something you won't know the first time you play.

Except you wouldn't if you don't follow guides or have created a few characters before.
How much EHP would I need? More specifically, how much armour? How much life leech? How much elemental res? How much life? What about life regen? How much can I expect gear to compensate for it? How much more important is gear than skill tree? Am I getting one shotted because of gear or build? What about damage? How much damage nodes should I take so my main attacks do enough damage? Should I save points here or should I take these mana nodes because I might have not enough mana to even cast my spells after linking all the gems together?
There's no way any new players can answer any of that. Either they follow a guide, which IMO completely defeats the point of the skill tree, or they plan it out with a builder and then learn from their mistakes after a dozen hours. And yes, no way a new player will be blazing through the game within 8 hours. Especially there weren't so many acts back then. By the time they reach 60+, that's when they'll realize their build sucks and its time to spend dozens of the orb to respec or might as well wait for the next major update to get a free full respec.
Those regret orbs weren't that cheap previously either. That shit was rare a few years ago.

None of that matters if you aren't doing maps. This isn't hardcore difficulty where you can't die...
I think you forget how people play, if you find you are lacking in armour after dying, you simply get some better armour.
The regret orbs aren't that expensive, but a lot of people just make new characters and use the value of what would have been regret orbs on fancy gear.
So as I said, if you are a new player that just wants to play the game and not finish the maps, just enjoy it and don't worry about doing it the cookie cutter perfect way.

use this https://github.com/Openarl/PathOfBuilding
for an offline character planner it pulls your toon from path of exile (including all items that you have) shows what happens (changes to dps resists damage mods etc) if you select a
particular node(hover over it).. also allows you to change out equip or swap jewels etc and see what effect they have.
also this site is fairly useful even if you are not doing labs ... the POE Resources , under
the tools tab (https://www.poelab.com/useful-links/) has links to the most capable
apps and online resources for the game

I just got back into poe after tossing it aside mid 2015.
I get pissed with the devs continual nerfing eg blow 70 exalts on a amulet which becomes pretty much useless after a build gets to be so popular the devs make it weak - that happened a couple times. Even when ure at the front of it and picked the piece up cheap it's hard on fellow exiles who came too late to the party.
Most of that has gone since there doesn't appear to be any/many one in a kazillion drops now. It is possible to get a great whatever for < 2 exe U wanna pay more u can but the variation between a 2 exes and a 10 exes isn't noticeable now IMO.
I don't understand types who cannot get past 40 cos its a grind or whatever. The fun only really starts at 60+.
After farting round with a ranger (a really squishy ranger) and failing on getting to 91, I started on a tanky marauder about 18 hours ago 9 of which I slept thru, I'm up to lvl 51 already and the fun is just about to kick off.
Trading is the secret to speed building I reckon grab a copy of 'Acquisition' open a store and get yer head around poe.trade.
Very soon u have great levelling gear that was like the dying budgie cheep, cheep.
There is one change to the game that I'm not fond of and that is all the extra bits and pieces mining, rifting, puzzle maze running etc. I don't/won't do it yet i still get a great build and knock over (with ranger) T15 maps.
Summoner witch seems to be a hit build at the moment. That means good pieces are more expensive than they should be.
One more thing. Path of building https://github.com/Openarl/PathOfBuilding makes following a build easy
