i would go for a faulty mainboard in the first case, doa can happen. and im not a fan of msi boards, had so many fucking problems with stuff from them (mostly oem boards made by msi but still msi) and a dead z170 msi board recently too (recently means last year though). might be even the case that the board doesnt like the ram sticks, can happen too, but most likely it should start in the first place in safemode with them and then they wouldnt work in 9 of 10 cases in the other slots.
@konkol: the delidded cpu? ofc not, but the board yes ofc when its doa

I'd RMA the board.
I had that with an MSI board once. Memory errors & problems, that I narrowed down to one of the board mounting holes, that had 2 lanes going through it. When screw was tightened down, it caused the above, was a PITA!

Why oh why didn't you just get a de-lidding tool if you planned on doing it from the get go? It costs only a fraction of your entire build.
Probably the problem being the board though. Check if the RAM is compatible with it, so you don't end up with the same problem with the replacement.

On the picture you can clearly see that you fucked up your CPU (bottom left corner), the scratch is deep. Im really surprised if this CPU goes through RMA?
Go for Ryzen, it will run circles with 7700K when games start to use more cores and it will not bottleneck anything in current games.

The AM4 platform is supposed to stay around a few years. So if you want to upgrade later go for 1600, if you want it all now 1700 and OC to 3.8Ghz.

Yes, both are basically the same chip. But, the 1600X can boost up to 4.0Ghz (4.1Ghz XFR) and the 1600 can only boost up to 3.6Ghz (3.7XFR). It means the 1600X is the better binned chip. Also they will boost only 2 cores, not all 6.
So chances are the 1600X can do 4.0 allcore or even 4.1 allcore with some luck and good cooling. Whereas if you get a 1600 that can do 4.0 or 4.1, you'll be lucky. So I'd expect nothing more than 3.8-3.9 from the 1600s and 3.9-4.0 from the 1600X.
You never know what you get since its unofficial overclocking we are talking about. They dont HAVE to do more than what they should. But often, they can.

Now to also decide on the mainboard. Possible candidates:
- ASUS Prime X370-Pro
- MSI B350 Tomahawk
- ASRock X370 Killer SLI |
The ASUS Prime X370-Pro wins here, except if you want to get the lowest price, then the Tomahawk is certainly good enough, especially if you only plan on mild OC and no SLI.
The 1700/Tomahawk combi is a hell of a price/performance combi compared to anything Intel has to offer atm. But this board isnt really in the same league as the other two since its B350 based.
The ASUS Prime X370 supposedly has the best VRMs (I know geizhals says it has less of them than the ASRock here, but they apparently are better quality. read about it here: https://www.hardwareluxx.de/community/f12/am4-mainboard-vrm-liste-1155146.html )
The ASUS and the ASRock both have the better Intel NIC, but on top of that, the ASUS also has the better Audio chip. (Not sure if I could tell the difference on both these things tbh, but yea.)
So between the ASRock and the ASUS, the ASUS apparently is the better package. The ASRock only has some bling bling which I dont care about at all.
