Does it really matter if it looks more cartoonish compared to civ5? To me it looks visually cleaner. It's easier to identify all elements faster, which should really be the aim for any strategy game. It's the mechanics that will make or break this game, not the aesthetics.
Yeah, the aim for strategy games should definitely be to look like phone games.
Strategy games also need to follow the great example being set by Firaxis with this game. Gender is a recent socially constructed lie and now we're finally getting a game with historical characters that will be clear about this. NO MORE LIES, which should really be the aim for any strategy game.

Like I said, it's not THAT big a deal in turn-based strategy game. I would have been perfectly happy if they maintained more or less the same level of detail as the previous iteration.
However, they've actually regressed, which is a much harder pill to swallow. Was it for budgetary reasons? Doubtful. But one can't really dispute that the "new" look is probably far less taxing on the artists in terms of time/work required to create.
I guess in the end it all comes down to aesthetic preference - but I for one was always amazed at the level of detail in Civ. V's terrain mapping compared to its predecessors / competitors. It's just sad to see it go in the name of "art" direction.
I can never be free, because the shackles I wear can't be touched or be seen.

The dev responsible for the art direction said that the reason they decided to go this way was to improve visual clarity. He said the majority of people play the game zoomed out and some in tactical 2D mode, and the new art style helps, since it makes things standout more from a distance. From what i saw until now i'd have to agree.
Without doing a horrible dumbing down like with the Civ: Revolutions. (though to be honest, I don't see any reason new consoles could not handle the graphics of the Civilization series in general )

The UI is an improvement though.
Yes, and console developers say 30 FPS is the best for action games.
