There are some nice catch up vids/pages on the intrawebz that show the connections of the Fallout world. You can watch/read those Dany, it's not that much (well... there are some deeper pieces on the lore of FO if you are into it).
You could just jump into the game tho, there is not that much you need to know and normally you get some of that history in the game's book/dialogues (well it used to be so... ).

Skyrim has dynamic snow, just not the sort you would expect, instead it's a much simpler shader effect covering 3D assets in white splotches.

Yep the default is a big white splotch of paint used sparingly on certain meshes, it's pretty ugly though this mod improved it a bit at least by adjusting the properties to actually look like snow, not white paint.
EDIT: I think the earliest you can see it is at the start of the game you go to that tutorial village and climb up the mountain up the ruin, on some of the stone steps and arches you should see the effect in motion.
(The bridge near the mages guild main building is another area where you can observe the oh so impressive dynamic snow effect.)
EDIT: As for the wet surface effect I believe Stalker was one of the first games using it dynamically, basically just increasing specular shine on objects with later games slowly improving the effect by having different materials react differently to water such as varying degrees of "shine" to transparency effects.
(I don't foresee Fallout 4 using a very advanced version of this, definitively won't be like in say Batman: AK where raindrops are given physical properties - though only for batmans cape and with varying degrees of success with the rain shader in general in the PC version. )

Meh, all I care about is that the game gets cracked. If it does get 0day cracked, I will get my refund, because I believe the game will look like shit, like an upscaled xbones or psblow version running at amazun 30fps capped.

Pff, those buffs are completely unrelaistic and illogical. Lvl. 1 Medic gives 40% bonus to healing and rad-away, etc. What a joke.
I really need to postpone playing this until a perk overhaul mod is released. Among many others.

What stat does increase accuracy when you shoot enemies without VATS? Perception? It says in the description that it affects only VATS.

No it doesn't, it allows you to USE the stimpacks, and they heal 40% of your health. Either that or Stimpacks now heal 40% of your health, they don't get a 40% upgrade.

Based on the description, I would assume that by default you can use those items and they heal you for 20%. Then taking the perk increases that by another 20% for each point in it.
