I have honestly no idea about that. I was lucky with my D3 account that i got a trusted buyer from there.
Just make sure that they have good rep
(btw, make sure they don't get banned. Because if a friendkey get's banned, you get banned as well )

paypal can always be revoked by the other guy.
Ask them to put in a message in the description stating that they wont demand a refund due to the fact its a virtual item.
Also only sell to verified paypal accounts.
Yeah and check the rep

On a related note, can games gifted trough steam be chargebacked/removed too?

you can just claim the payment on paypal was made without your consent i.e hacked account or someone you know used it without your knowledge, and the bank will make a chargeback.
if you want to be safe you can tell the seller to type in that they are paying for a virtual item (paypal doesnt offer disputes on virtual items) and that they will not dispute the payment.
it can be troublesome trying to sell virtual stuff though, since most people demand you have a high rep on the forum/site you are trying to sell it. and if you try to sell it to someone that already has high rep on the board they will normally try to undercut your offer a lot so they are then able to resell it for a big profit.
so yeah unless you already have an established reputation on one of these sites you'll have to be lucky or just be willing to sell cheap and without safety.

If you used PP to gift BEFORE they withdraw it from your bank, if your bank doesn't have enough cash on it at that point, it causes a chargeback..
Tho this only happens if the seller accepts the payment before the withdraw has been made. (which many don't do anymore)

bank dont care about paypal and gift. those are not their policies. they will 99% of time side with the client anyway.
i "farmed" chinese for $ from both perspective (buyer seller) with wow/d2/eve, using 5 banks accounts, and 4 paypal ones for about 4 years.
believe when i say that if the buyer will want their $ back, they will get them.
they only somehow safe way to trade your virtual stuff is to trade them to immediately activation virtual stuff. like time codes for mmo's for example.
but again, is not 100% because there is chargeback. lets say you trade a beta key vs 360 days timecards for eve online, you activate them, he denies the payment few hours later, you get your account banned for fraudulent transactions. perma banned in the worst case.
i'm not saying that all people are like this, but dont be happy that you got 250$, spend them all, and be deep cover in shit when the bank demand them back 2 months later.
get your money, wait 2 months, and spend them after.

well paypal wont release money for 21 day anyway, so i cant spend them.
I sold through ebay and they left positive feedback, so that insures me a bit. As its basically "item was received and i am happy with what i received". Time will tell,but i see no reason to worry about it now, most people wont go through all the trouble of getting bank to chargeback, some banks do it easier some wont do it at all. Since paypal provides buyer address, i saw that my buyers live in fancy places, so i doubt they will bother over those200$~

If someone wants to gift me DayZ on steam they can have the new beta key I got, then you can turn around and sell it for $100 or do whatever you want, i don't care. I haven't touched WS beta since you had to log in to get a new invite

A few weeks ago if you logged in on a saturday you would get another CB invite. And if you logged into the next 2 saturdays a chance for more (which I didn't do)
So yeah I really just want to be rid of the key. I traded Skyrim for Dark Souls here last Christmas so I think it's proof I'm trustworthy and have no patience for getting max value
