At the moment, there's still very few games taking advantage of more than 2 cores, but both are a good choice
Purely for gaming or do you other cpu-intensive stuff as well?

more info would be great , are you upgrading a LGA 775 based system? if you decide to go quadcore get a 9550 instead of a 6600 which is quite old

q6600 is slow as a stalagmite, my e8400 gobbles up all games and runs Dolphin awesomely !

q6600 stock is at 2.4ghz and e8400 stock is at 3ghz
And which games support quadcore ? By the time quadcore is really utilized, I'll be sporting a newer PC anyway.

I've finished 3 of those 4 games high settings, no sweat. Meanwhile you were checkng out the cpu usage, hoping that finally your cores were getting utilized, poor fellow.

I most certainly did not. Read moar. I played it with almost everything on HIGH and some things on V.High. Water was on Medium, the rest were High and shadows/filtering were V.High.
All sliders at 33% or thereabouts.
... this is on a dual core.

Meh, well they work here so there's nothing I can do to fix it :\ Either way, yes; GTA is definitely more appreciative of quads than duals, but you still can't discount the humble dual core. Not yet. The ratio of Quad-optimised <> non-optimised games is extremely poor, even now, so I still think people will get more mileage out of a high end dual core.
With the settings pictured, I got between 25 and 60fps - usually averaging in the mid 30s. Definitely playable, even more so if you disable FRAPS so you don't keep seeing the framecounter and fretting about the speed.
Mine is the E7200 OCed to 3.6 from its stock of 2.5 and aside from GTA, there really isn't many games that hurt it too much. Of course, if you can afford it; the best solution would be a Q9450/9550 (if you're sticking to 775) or an i5 if you're willing to go all out .. but either way, sticking with an E8400 won't hurt.
BFBC2? Max settings, DX10, 2xAA. 45-60fps.
JC2 Demo? Max settings, DX10.1, 2xAA. 45-60fps.
Bioshock 2? Max settings. 60-75fps.
SupCom 2 Demo? Max settings. 75fps.
AVP3? Max settings. 60-75fps.
So yeah, don't discount the dual core JUST yet. It still has plenty of life left in it, especially when you OC like a champ. E7200/E8400 can do 4Ghz on air with minimal voltage increase ... I'd LOVE to see your Q66 at 4Ghz, hell I'd love to see your Q66 at 3.6Ghz without needing 1.5v+ pumped through it.

4 cores.
The E8400 is right about the same price of the Q9400 both have 6mb cache but one has 2 cores and the other 4.. both will overclock well.
It's a no brainer.

The q9400 is more expensive and lower clocked, so will perform worse on *most* apps.
It's a no brainer.

here it's only 20 euro difference
q9400-2.6ghz e8400-3ghz
q9400 can easily be overclocked to 3.5 ghz with 1.3v, friend of my has it
q9400 will perform better with apps that will use 4 cores
no brainer
