No 64-bit version - because the developer doesn't have a 64-bit CPU
I tend to use Process Explorer these days, as a replacement of Task Manager, and it has the option to search for handles (the things that make the files undeletable).

Close the folder where the file is located. Open dos window and cd your way to the dir with file and del the sucker. Works even on 0 kb files that refuse to be deleted with KillBox. If the filename is longer than 8 characters then be sure to use the dos filename. Use 'dir /x' to find out dos name of the file.

A "DOS window" will not be able to delete the file if there is an open handle. What these programs do is locate and allow for killing the handles that prevent deletion in the first place.

I have had several files which refused to be deleted with the 'file may be in use' message and del got rid of them fine. And dos don't care much about handles.

But what you are running is not DOS, it's a gimped emulator which is still constrained by the OS itself and its API. Simple way to see this is ineffective is to open a new document in Word (not WordPad, Word), save it somewhere and while Word is still open with the file, try deleting it from the DOS window. You will receive an error:
"The process cannot access the file because it is being used by another process."

You're right. I guess it only works on files that are not really being used by any open applications but are just 'stuck' according to windows.

I think I know why it worked for you. Sometimes Explorer tries to generate previews of stuff and handles get hung, and when you close the folder, perhaps the handles get released and you can delete from the command prompt.
This is a very annoying behavior by Windows, and MS doesn't seem to care much about it, same stuff happens in Windows 7 as it did in 2000.

most of the time (not to say always) just killing explorer.exe process will do the job. relaunch explorer.exe and delete the file

process explorer can force close file handles even while the application using it is running (can cause a crash though)
one foolproof method is to rename the file and reboot and then delete it
if however file permissions are messed up (for example, you set file permissions to deny all), you'll need a linux boot cd/dvd like knoppix
no windows system can ever touch it

That's wrong, if you're administrator you can go to advanced permissions and take ownership, whatever the permissions, after that you can change permissions.

The advanced security settings in XP are very similar to Vista's/7's.
