Historical innacuracy and inclusion bullshit aside, I like the game. It's am improved Omerta: City of Gangsters. It has quite a few management mechanics, too.

Playing CODEX version, seems fun so far. Has that gangsta vibe.

Was fun - until I realized that once I had around 200 notoriety and 6 or so gangsters hired and equipped I could skip almost all the content by simply jumping from safe-house to safe-house killing each boss - which in turn gave me their entire territory in one fell swoop. There is no "weakening" the bosses - whether they have 1 racket or 20 in the neighborhood the safe-house fights seem about the same.
The whole safe-house system and boss mechanics basically invalidate 95% of the game. Not sure who thought that was a good idea. In addition to that, the AI/Police are way too passive.
Also, the whole sit down mechanic is useless. Boils down to - do you want to be friends and get a minor buff? If yes, great. If no, sit-down ends and you lose a bit of faction. It doesn't go any deeper than that.

I asked for a refund. Not even going to try it, lol. I didn't read anything good about it and I have too many games to play as it is.
I just hope the 14-day refund window is from the date the game was released and not when I prepurchased it, lol.
Edit: got refunded just fine.

My good impressions lasted for three hours. It's a very dull, shallow and boring game that borrows gameplay mechanics from many games like X-COM, Gangsters 1 & 2, Omerta, Gangland, Jagged Alliance, but they get old very fast. Maybe they can fix it after a few dlcs and balancing patches. Feels like an early access title that had no direction.

The game indeed is a wasted opportunity, it's well presented and starts off on the right foot but once the novelty wears off (pretty early on) it shows all its limitations. The strategical aspect is rather bare-bones, the turn-based combat is simply average and the repetitive structure doesn't help either, it's like playing the tactical version of Mafia 3.

A quick fix for one of the biggest flaws could simply be to tie # of properties to opponent safe-house strength - this would force you to whittle down the opposition's territory holdings before attacking head on. Of course, it'd result in rather immersion breaking super buffed enemies - but it'd work in a pinch.
What's not so easy to fix is the rest of the superficiality present in all the systems. Not sure how they'd go about addressing that.

Game is nice for a dozen hours or so but if you play with max areas and gangs can get very chaotic with too much shit happening at once.

I've only ever seen 1 game hit the damn near lowest and that was No Man's Sky, and it took them years of patching to get the game back from the dead, and that only happened because they still had a huge player base.
Empire of Sin isn't going to retain those 7K people playing right now for very long.
Immunity eats these kinds of games up, the theme and gameplay style, if they lost him, the rest aren't going to stay long.

I haven't thrown in the towel just yet - but nearly. I upped the difficulty and # of gangs to max, and now it's too far in the other direction, with fights breaking out every ten seconds.
The core idea is good - they just have to have the decency as developers to stick with it and see it through via balancing and and perhaps restructuring some of the systems. Decency is in short supply amongst developers now'a'days though.
