Well, we are still tweaking how it works but as I said in an interview PvP is kinda like issuing a challenge to someone. If you don’t want to deal w them they can’t keep killing you over and over. Todd is better suited to explain the specifics
Todd states that nukes function is to create high-level areas. You need power armour to enter. These will function as high-level raids with high-level enemies and likely high-level loot.

- ~63 things [Monsters] we have now. (Some old and updated to new ones).

With the latest updates about multiplayer and instead of raiders they have ghouls...I am bit less worried.
It looks great, big part of fallout is just shooting/fighting. Quests will be there...will watch it the coming months and decide to skip it or give it a try.
Careful, it was a leak before E3 which explains the multiplayer, which is OFF when you go play. If you want to interact you have to enable it yourself.

I never knew online games had mods. So if player x has a mod and player y doesn't have it, how does the server handle it?

world of tanks has model mods, cheat mods, all kind of mods, its very simple, the other player sees the default game models, the player with mods sees the models he has on his harddrive , very simple.
the cheat stuff , is nasty, shows less foilage , lazers and all kinds of shit
