In America generally if you win a car you can't sell it for about a year because of the contract you sign, especially the price if right.. And she will probably keep it. It's not like you have to pay all kinds of taxes over here for owning a car that does 16mpg, because, well, you don't.
But you do have to pay taxes on any form of income. And income from winnings is taxed at a significantly higher rate.
In high (secondary) school, I won a trip to Atlanta and $1000 cash (total value of the trip was ~$4300, iirc) for writing a script to a news story in a program called "News 101" where students write and produce news segments. When it was all said and done, I owed $795 in taxes for the trip and money. Luckily, my dad was smart enough to make me hold onto that cash so I could pay the taxes or else I would've been screwed.
Not to mention the fact that this would surely bump her into a higher tax bracket thus causing her to be taxed at a higher rate on the rest of her income/earnings.
When it's all said and done, if they'll let you take a cash equivalent, you should always do that. Or just don't try and win paltry sums like this; go for the multi-million dollar payout...

So I was watching the (brazilian) news channel (globo news) and this came up in the economy report (it's a graphic showing the yearly inflation rate, and the guy was saying how bad the situation is now because the government lost control)...
