It's illegal but as I see it it's not profitable for those organizations to go after the individual downloaders so it's unlikely you will ever get caught.

It's not legal but it's been "allowed" in the sense that it's not worth the effort of prosecution. If they do sue someone, it's for massive file sharing which falls under different laws which are much harsher.

In Belgium, since 3-4 years, we pay 20+% more for hard drives, USB sticks and DVDs to compensate for piracy. Since then I haven't held back since if they profit from everyone, they have no reason to expect us not to pirate.
