I use offgamers. I usually buy a 50$USD with a PayPal account it ends up costing ~50 (never above 50). Higher-priced cards will be cheaper than their value.

scrolling in the steam front store page down to live streams part, click on a livestream in the steam client, and it sends me to that games store page, and im supposed to find this tiny drop down button to expans the streamn ... clickbait shit meh ...

No one is banning no one. It would actually took some effort to look through all the purchases accounts etc. It's not in Valve style.

Just due to the TOS Steam could ban you but it seems they rather make some money than none so it just ends up being that gray area. A lot of publishers are noticing the region hopping more though so that is why the cheaper regions game prices have been increasing.
