To clear some things up:
1. EFUSES ARE REAL
This is a real technology used on the X360 CPU. eFuses get "blown" during a update to prevent people from downgrading, so if MS should release a dashboard update that includes a security hole they can fix it with a new version and prevent users from downgrading to an exploitable version by "blowing" eFuses on the CPU.
2. The real source of this rumor
An interviiew with a former QA employee who says that the X360-eFuse technology includes a kill-switch.
Is all of this possible? Absolutely!
Has MS really included such a kill-switch? I think yes.
Would MS dare to brick modified consoles and consoles of XBL-cheaters/spammers? Definitely not in the EU, they would have their asses sued to hell if they destroyed your console, but I'm not sure about the USA. I've heard some very scary stuff about the DMCA. Maybe someone with more US-law knowledge can comment on this.

perhaps the bright sparks behind the hacking of the boxes will find a way around the efuses rumour if it happens to be true.. like most things it will probably only be a matter of time before that method of protection is circumvented too.. ?

Of course it's possible to circumvent everything. But remember that the X360 has been fully hacked some time ago by some über-modders and booted Linux (about two years ago if I remember correctly) but there still is no widely available easy mathod to perform this hack.
If MS really decided to make consoles unbootable by eFuses (I doubt they will dare but they undoubtably can) it could take months before a repair method is found, it could even surpass the know-how and budget of modders who do console hacking only as a hobby in their spare time.

Well, this is so easy to deal with. Buy another X360 for $200 and leave your modded X360 offline forever. I will keep my X360 off Live for a month to see what comes of this.

Oh, crap, you are right. Well, you could keep your modded X360 for all the games you have now and not play any of the new games. I have many, many games that I would hate to lose the ability to play. Buy a new $200 X360 and only buy the games you truly want to play. I truly hope this is just a rumor and nothing more.

Games can check which version of update is installed and refuse to start if it's older than the required minimum. That's really simple

This isn't even new news. over at xbox-scene there's been a thread there for nearly 2 weeks.
The efuses are real and aren't a new technology. They aren't even an MS invention and they feature on quite a few of IBM's chips as a fail safe.
I'm calling bullshit on MS ever using it. They have no need to right now as piracey is reletively low for the console. And linking back to the TC, of course MS know about IX 1.whatever. They haves the google too you know. Piracey is always cat and mouse. MS fix it, someone hacks it, MS fixes that, someone hacks that
Someone on another forum posted this and I'm in agreement (note, its a bit of a shit analogy)...
