I have a European friend who needs a new PC bad and doesn't feel hes able to put one together. He doesn't understand hardware much either so I need someone to link me to some popular online sites so that I can find him something decent.

European? Could you be a little more specific, Europe is a continent with 50+ separate nations and countries, most with local currencies and ordering from a different country makes shipping go through the roof.
Komplett is a good all-rounder when it comes to prices and inventory:
* Komplett.se - sweden
* Komplett.be - belgium
* Komplett.dk - denmark
* Komplett.nl - netherlands
* Komplett.no - norway
* Komplett.ie - ireland
