No. It's telling you that you MUST only wear a suit with a tie and some fancy shoes.
Certain settings regarding the visuals in the game can be edited via the "visualsettings.dat" file and if you're a bit careful the "visualsettings.xls" file with a hex editor.
Loader didn't work all that well for me but tweaking filelist.txt manually lets me edit most files, though I don't really know what the majority of them does.
(weapons.xml handles weapon data, handling.dat handles car controls and loadingscreens_pc.dat handles the logos plus this visualsettings.dat file for visuals.)
Still playing around with certain values and seeing the results, with better tools and a bit more knowledge about the files and file formats we should start seeing better modifications and easier means to mod the game.
EDIT: Found the bloom value easy enough in that file.
EDIT: Increasing DoF strength failed.

is there anyway to save it then , it keeps trying to connect to windows live and it wont connect even tho i have a windows live key and i want to save my progress

Why all the bloom hate it's only next-gen graphics without it it will look like the ps2 version.
I'm mostly curious as to the impact. My guess was that bloom wouldn't do much since it's the CPU that is the bottleneck, not the graphics card, but it would be nice to test anyway.
Can someone post comparison shots of with bloom and without it?
Haven't run ATITrayTools, to check my fps, but I got a crap load of tearing, so that's a good sign.
Didn't seem to notice any difference in visuals as well. Probably just me being blind.
Bloom is turned off by editing the files JBeckman posted above. The DAT file is opened with a hex editor. Just look for the entry. Depending on the editor you use, you may just search directly for 'Bloom' or have to do that in HEX.
