Thats the same issue Oblivion had. They made this game with the consoles in mind. The PC version was almost an after-thought.
The textures aren't that bad though. So I wouldn't really be complaining.

try this
start regedit
go to HKEY_CURRENT_USER\Software\1C Multimedia\Fallout 3\Keys\Settings\Protection\Gui
change the value for languageid to 19
