No Idea.
One thing to say about the game though, all the old men have the same voice. And all the male ghouls have the same voice.
If you notice and got annoyed by this in Oblivion, then you might want to skip the game.

Depends on how annoyed you get.
Personally I don't give it much thought, as I'm used to play rpg's with no voice over at all, so having some voice over is better than nothing in my book.

What a joke. Feels like the older fallout games had more and better voice actors. Now we are stuck with the shitty ass oblivion shit actors instead of some decent actors. Im 99% sure Im in for a dissappointment and Im sure many more are, at least everyone who expects more than a shooter with a few RPG elements.

Yeah thats right, but then again, the voices don't really make the game. The community and thus the mods created by it does.
Give the game some time and wait for some mods to be created, unless you plan on creating some yourself then just dig right in when the CS gets released.

It's called 'saving some money', maybe they have a few actors under long-term contract. Or they are really cheap and just get the developers to record voices

I've played it and yes theres some new voice actors, but thats not to say they're not being reused a lot of time simply because they're new. Because they are being reused. Bethesda haven't learned from their previous mistakes or maybe won't acknowledge them being mistakes.
Maybe you only notice the voices when you're aware of it, but meeting the guy "Nathan" in Megaton and then later on Alistair Tenpenny and you notice they have the same voice, then you meet another old guy at Tenpenny tower and he strangely enough also ahve the same old voice.
You go to an old vault, "82" I think and theres strangely enough another old guy with the same voice

Even though Fallout 1 and 2 didn't have that many talking NPC:s they still had quite a few and the ones they had were high quality. They used good voice actors that either had done alot of voice acting before or been in actual movies/tv shows. Now we are stuck with some "in the office" voice actors that probably was pulled 30 minutes for coding to do a few lines.
Is a game from 2008 gonna have way worse voices than a game from 1997/98? That makes me wanna laugh.

You just pointed out their mistake, they should hire a real pro like Joe Di Maggio or David Gasman, guys like them can do 15-25 different voices, there is no way for you or me to tell they come from the same person, a real voice actor does that.

That's a shame. You'd think with games routinely being multi-million dollar projects these days (and those are low-mid budget) that they could afford a decent and broad cast of voice actors. The Oblivion voice cast didn't even TRY to sound differently for every NPC, and as madmax said professionals could easily pull that off.
Hey, perhaps Bethesda will release an Additional Voices DLC, lol.

Original Fallout games had some quality voice actors in them. Richard Dean Anderson (SG1), Michael Dorn (Worf, Star Trek: TNG), Tony Shalhoub (Monk), CCH Pounder (that big black women from The Shield)
Oblivion had Sean Bean and Captain Picard.
Fallout 3 has... Liam Neeson?

I doubt Liam Neeson as a major role, but if he has it would be fantastic. When Oblivon was near they kept throwing Patrick Stewart in our face, his role turned out to be small. That's the problem with great actors, they're great but the studios can use them only for a limited amount of lines.
But I'm used to playing my RPG's with no sound, so any voice-acting is a plus for me.
