Once again it's the full game but it's not possible to properly play it since it's uncracked and uses that SecuROM online protection seen in a few other recent titles.
(Data seems heavily packed in a few archive .fat and .dat files so I guess it's much bigger if those were to be extracted.)
EDIT: Can use the map editor though and I guess it would be easy to just grab the cracked executable when it's released, copying to the existing installation.
(Map editor is only MP though, didn't really know that before but it makes sense, also limits modding quite a bit.)

I agree. It doesnt make any sense to compress stuff on DVD. Makes downloading much more easier
