I know exactly what your talking about -- after a vanilla install the bg for the text on the icon is transparent but once you customize the performance settings you actually have to set a color. I haven't figured out how to change that. I normally just set the text bg to black and use a black background or get a widescreen image and put my icons on the black bg for the desktop. I'm sure there is a way to fix it but i never bothered learning it.
Edit:
I have a FS lcd so that works for me

Try this!
1. Open the Control Panel
2. Click System
3. Click the Advanced tab
4. Click Settings in the Performance section
5. Check the "Use drop shadows for icon labels on the desktop" checkbox
6. Click OK until you close the windows
Edit:
Yup this works!

Maybe try unchecking it, clicking ok to apply, then ok again. Then set it up again.

You have the "Lock active desktop" option on, and this causes the black borders on the icons. The way to turn this off is to right-click on your desktop and select "Properties...". Then go to the "Desktop" tab and select "Customize Desktop". Go to the Web tab and uncheck the "Lock Desktop Items" option. It should now get the borders off of your icons.
May the NFOrce be with you always.

Actually if you just right click the desktop and goto "arrange icons by" Pick the 2nd to last item in the list.
If you have the option on it actually won't allow you to move icons on your desktop, so if you can move icons around then it's not on.
