well requesting and asking is similar, but really I was wondering about the subtitles also. It's not like where to find torrents, or where to download stuff...

In my opinion no and the ban was a mistake. These things happen though, its sometimes hard to truly know the law. At the end of the day its better to protect your back in situations like this which is what Rinze done.
Might be something we need to bring up in the mods area and get a more concise answer.

Yeah, i mean, home-made subtitles cant possibly be illegal? Like those found on opensubtitles for example..

Of course they are illegal. The text is copyrighted, translating it doesn't change that.
Dutch fiscal/economic police started closing subtitle sites in 2004. Nforce is hosted in the Netherlands, so we will have to abide by Dutch law.
Even if they were legal, this is not the place to find them, Nforce is just to talk about games/movies/software, not where to find them.

Hold on now, sure ripped subtitles are illegal, but many sites are devoted to custom subs and translations (with the occasional chance of them being better than the ripped ones). Surely those are not illegal.

Of course those are also illegal. Why would they not be?
The owner of the copyright needs to allow the creation or publication of a derivative work, that's dutch and US law, and likely similar in many other countries. In dutch and US law translations are specifically mentioned as being a derivative work.
