I need to know if formatting my XP partition and installing XP back onto that partition will mess up my Vista dual boot loader.

If so, How do I fix this after I've installed XP back onto the partition.

Note : XP is on C: and Vista is on F:

It will mess with the Vista boot loader. Once you format, you'll have to pop the Vista DVD in the drive, start the recovery tools and select "fix booting."

While I'm at it, I have a laptop here that has vista installed, How would I go about dual booting this with XP without reinstalling vista?

get powerquest partition magic (not norton partition magic) split the partition into the size you need (I think it required 19 gigs free) install it on the new partition enjoy

Not enough. Installing XP on the new partition will replace the Vista boot loader with the XP one. Then you'll have to pop the Vista dvd inside and repair the Vista loader (it will automatically add XP in the boot options).
