AFAIK US on the 24th (that would be tomorrow) and Germany on the 28th, not november.
It is stand alone, yes. But you'll loose quite some content when you don't have COH installed. You can't play the US against the Panzer Elite for example or the Wehrmacht against the Brits.

Is that only for multiplayer or for singleplayer as well ? Would be weird if you miss out on something in the campaign just because you don't own the first game...

Well that's kinda complicated. But here it is..
You own...
COH - you can play US and Wehrmacht against all other factions (if you installed the 1.8GB compatibility patch that is supposed to come out tomorrow)
OF - you can play Birts and Panzer Elite against all other factions (no patch 1.8GB needed)
COH+OF - you can play all four factions against all four factions.
The 1.8GB patch integrates OF content into COH, so you can play against OF factions and units but you cannot play them yourself. The patch also contains the new maps but none of the single player components of OF.
If you only have OF, you can play the two OF-campaings and the two new factions in skirmish/multiplayer. The "old" two factions will no be playable.

what 1.8 gb patch ??? I have standard CoH and 1.7 patch. Am I missing something ?

The patch is not out yet, it will come someday tomorrow US time. For some of us that may be tuesday. This patch brings vanilla COH to a level that can be played against OF owners.
Normally COH does not contains OF content. No maps, no units, no factions of OF are in COH. To ensure, that COH and OF can be played against each other COH needs that huge patch. The COH data is already in OF, so OF does not need it. If you have COH and buy OF you don't need it either because the content comes with the OF-disc.
This patch is only for people that play COH and wanna play against OF-player but don't wanna get OF themselfes.

Does anyone remember how to play COH Campaign in coop? I swear I used to do this couple of years ago, but my google-fu has failed me. Maybe a mod? Or collection of custom maps?

there is the official stonewall mode where you have to defend against waves of enemies but there is only one map available for this mode.
there is also a mod called joint ops that is a collection of coop maps, thats probably the one you are looking for.
