Right, since 3 people already suggested the same game..i don't wanna be left out.
I think it might be..Umm... Alien Shooter 2! (especially since the screenshot you posted is on the url Jbeckman supplied us with)

hummm im sure it was english full realesed ... but the name wasnt ALien ... damn where i put that dvd :\ .. tks for all you posting but im still searching for the name ... i remenber it was out when Restricted Area was relesed few days after this game ... and i remenber also it was 1 Gb or so

i think you're talking about some shit game on steam (i think that it was called shadow grounds or something and the garage part was in the beggining).

Shadowgrounds... yeah that's a similar game I suppose, could even call them the same genre since they are shoot them up games viewed from above and set in the future.
(It's the game I described above, but I couldn't figure out the name back then)
EDIT: And yes it wasn't the best game I played and it was also released on the scene before it appeared on the steam servers as a budget title.
