LOL you guys are so mean, I think his post is serious. Altho the pen camera is kinda creepy.
Sorry I don’t know of any program that will make things glow. You could maybe ‘draw’ the glow in like animation.
I think your bet bet would be to keep it simple (like UserFriendlly said) , stick to what you know. I think your idea is gold but you don’t need to do hi-tech special effects to impress, even if she is really smart.
Photoshop isn’t that hard either and I am sure others here would give you some help if you got stuck.
And what sYn said, she should know you like her before you send her a video. Otherwise you might scare her away.

she does know that i love and care about her...But she prefers to take the things very slowly... ánd i dont know if she relly wants me or not?!  thats why im trying to find a way to really impres her with my true feelings...

I need a program that has the ability to make thigs glow like the stars for example... here is the story i me too felt in love with a very smart girl from the school, and im thinking hard how to make something very special to let her know how i really care and love her. The idea is to make a music video with her photos wich im going to take secretly with a special made pen that has small camera in it... "FBI" stuff you know... 
and then add a good love songs and make her hair glow...some thing that starts from the top of the head to the buttom. And i appreciate any new ideas...
