the USA, cause they start wars and conflicts wherever they want for what reasons they want. Like modern nazi's only without the ethnical issues.
EDIT
And they refuse to have any part in the War Tribunal in Den Haag.... probably because they know they would get fucked. I read once in the papers that they'd rather go to war with The Netherlands than succumb to this council.....
