i think he means windows "autohide if not used in a while" feature. i have no clue on how to handle your problem tho, sorry.

I believe that is the result of "personalized menus". That option is only available if you use the XP Classic interface. Try going to this site to download a .vbs script to fix the problem. (It sounds dangerous but it's not, check out the file in Notepad first if you like)
Or, here's the reg hack:
Change the "FavIntelliMenus" key in
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\
to have a value of "no".
You'll probably have to log off/reboot to see the change. Hope that helps.

Personalized menus = autohide if not used in a while
Taken from a MS KnowledgeBase article:
"SUMMARY
Personalized Menus organizes the Start menu (Programs and Favorites) or the Microsoft Internet Explorer Favorites menu to reflect how you use these menus. When Personalized Menus is turned on, Windows keeps track of which items you access from the Start menu or the Internet Explorer Favorites menu, hiding the items you have not accessed recently while keeping all of your items easily accessible."
Use the above reg hack, or right-click the Start button, click Properties. Click "Customize" next to "Classic Start menu", and make sure the last option under the "Advanced Start menu options" list is unchecked (the "Use Personalized Menus" option).
