No idea which one it is, I found too many results on Ground Zero games and the Ground Zero Twin Towers alike.
PC: Yes. Console: No.

The player takes the role of the leader and has to build up a team – whatever action it may take. With the help of this team he has to take control of the world of Ground Zero. To achieve this he must conquer 20 different locations and protect them from his enemies. The leader can choose between 250 different equipments like weapons, armour, building materials and food. There are 4 different professions: mercenary, technician, hunter, and doctor.
The mercenary can use all possible weapons whereas the technician is able to build a lot of useful tools like rat traps, radio equipment, and water pumps from objects found during the mission. Last but not least the doctor is responsible for the fitness and health of the troops. Thanks to the different abilities the team gains experience and improves. The player has to build up food- and water supply for the team members.
During his missions the player will meet different characters to trade with, recruit or talk to. Furthermore he should always keep an eye out for useful objects. The ruins, wrecks, and deserted houses hold a lot of valuable items. But sometimes he won't be able to avoid a fight. He might ambush rich merchants, hermits, and mutants to take their belongings.
Ground Zero is a strategy game with many role playing elements.
Features:
* Innovative 3d strategy game with role playing elements
* More than 250 weapons and items.
* Dynamic calculation of lighting and shadows
* Realistic change from night to day, different weather conditions
* More than 20 different maps of industrial zones, cities and military camps
Also, LOL at the fallout ripoff logo.

Here's a better question: Anyone know wtf is going on in this game? There is a short tutorial, then you're thrown intot he game with NO objectives and no real guidance as to wtf you're supposed to do.
I got, claim a city I think.. and then started making bugs... and that seems to be it. I can't seem to find anything to say you know.. get better stuff. The only thing I've managed to find are grubs and an old photo. I visited half a dozen towns and there aren't any quests or anything to get rewards/money/bartering goods, etc.
Hey this is awesome. This game is completely broken.
Characters randomly disappear. I loaded my game, my main character, mysteriously gone but all his possessions on the ground..
Stay far away

couldn't even finish the tutorial
i got to the point (past the incomprehensible instructions on my own, no less) where you're supposed to arm your self with the AK i just picked up, and the game just locked up there
bravo.. this wins the award for "perfect summary of why there are not that many successful indie games"

I got through the tutorial twice, but broken save games and when you come back to towns where you had guys, they're just mysteriously missing.
I loaded with my main guy gone, my other guy died, and I could still "play". Even though I had no team members left.
I can barely find any official page or forums on this, no company associated with it even has it listed on their games page.

Hopefully not game destroying bugs. Were it not for the save bug, this might not be too bad. It doesn't look horrible, and otherwise it seems like a somewhat interesting concept.. I think. I'm not sure if there is a point to the game other than take over cities and generate food and water at them.

Looks like a "I will skip this or die trying" type of game. Maybe would have been good... lets say 4-5 years ago.

The only forums I can find are german AND require the administrator to validate each registration.
http://www.comport-interactive.com/forum/viewforum.php?f=17
google translation is butchering the crap out of it, maybe someone who speaks german can find out if there is a patch coming.

Its stable. I played it for several hours without a crash.
It certainly needs a lot of work. The save bug is the worse, not to mention that anyone you leave behind just disappears. Otherwise it seems to work okay.
They need to work on things like eating and /drinking. Drinking isn't bad, goto a well and you drink up. Eating isn't as good. You should be able to goto the store house and hit "feed all" and everyone eats their fill from whats there.
They need a bit more information on mechanics and what they can make. I know how to make a lizard trap and repair things, but I don't know the components required for anything else they can make.
Its not meant to be fallout, its actually supposed to be some kind of hybrid real time strategy/squad based game. Somethings are wayyyy too expensive. Guns for example, it seems like it woudl take you an eternity to "trade up" to a gun. An AK47 gives you 3300 heals, while a knife gives you like 150 I think. Thats how I approximate the value of something.
you'd have to spend months of in game time building up for a gun, by then you've probably won.. if there is a win. I've eliminted the enemies soldiers more than once then after a few turns they pop up again. Not sure how you win..

meant "stability" as in coherence or consistence of design, which it lacks completely
it's like the aborted fetus of fallout tactics and silent storm, missing a few chromosomes
picked up from the trash, put in a nice box and on the meat counter
and i can't believe anyone would bother playing it that much

I wanted to make sure I wasn't missing anything, and after a few hours I can definitely say no. There is nothing here hidden underneat the surface to be appreciated. With massive work it has potential to be an interesting game that might be kind of fun, but the quality of this release is really beta and not a finished product. With 2 months until the actual UK release, I am really curious if CRIME didn't get a hold of a beta. There is a patch for the german version, but applying it to the english version makes a mess.

Some silly ass forget to add empty subdirectory in directory Save. Just create directories slot0 , slot1 ... slot17 in Save folder of this game and everithing be ok. CRIME must be pinished! So silly mistake... Shame on you, lamers!

That might fix the save, what about team members who disappear on you? I think if you put someone to work the town, they're supposed to still be available when you come back there. Because when you leave the town there is a * on the town and a person listed as there. But when you come back to the town, the star goes away and the person is nowhere to be found.
Are there more missing directories?

[quote]what about team members who disappear on you[\quote] Please, download a german patch from official site of the game, then change string LAN 0 to LAN 1 in file Data\Setup.txt
