I pay ~60 euro for 1mbit/256kbs and my upload was doubled from 128 because I bought a channels set from them through ADSL...

yeah, but that's still something ...
i pay 30€ for 192/64k, and when i download more than 20GB it's 128/64k ...
i wanna move in swe

True.
I believe southern europe lacks good infrastructure and having all the neighbouring countries at the same level makes it hard to evolve. My country links overseas with cables passing underwater to UK and Greece. At this distance UK is expensive for high bandwidth and Greece just lacks the same or more than us.
If you think of Sweeden, Norway, Denmark. Netherlands, etc they all have nice connections. I might be wrong but I think here in the island of Cyprus this does makes a difference.
