The fan with ice bottles is actually not a bad idea. It's much better than evaporative cooling, since the bottles are sealed and no water evaporates so humidty does not increase.
Just have to stay in the breeze because it has little to no effect on overall room temp. It will also feel better when the air is dry.

I'm using a homemade icebox cooler (and not even a plastic icebox, just a styrofoam container), also with bottles and icecubes still locked in plastic bags. They're reusable and if my hygrometers are not lying there's only a minimal increase in humidity, they're not a 100% watertight. 2/3rds of my freezer are filled with icecube bags though and it's not as effective. Also blocked the window with a foam insulation board, so I only need a drugged up neighbour to complete my ghetto look.
I did have a portable ac (a split, used in campers, actually really nice), but sent it back since I was supposed to start my contract on wednesday (and I will, next wednesday, after the damn 42+ degree weekend heatwave) and spend the next month and a half on a nice, aircooled vessel . Outside of heatwaves I do not feel the need for fixed AC for cooling (and heating). Yet. Heatwaves are here to stay, so I'll probably get one sooner or later, same with external blinds.
