Seems the DLC is integrated in the main quest's progression somehow? At least according to this:

I tried this game again after a long break and I see the damage model is still as retarded as it was when I quit. I need 30-40 ar bullets to kill an enemy on the highest difficulty. I die in 2-3. What the fuck is this shit?

Hm lower your diff?

I did use a mod that lowers Hp of some annoying enemies, worked well, as you say some take to many hits and ammo can be scarce.
