It's probably made by Double Eleven, who did the RDR re-release for PS4/Switch and PC.

If there's a game that needs a good remaster, it's this one. PC version is still a catastrophe to this day, it's amazing.

I just reinstalled IV the other day after not having played it since it came out. Needed a bunch of fixes AND I had to run it via runasdate so I wouldn't need rockshit launcher in order to save the fucking game. A real shitshow.
