Saw a lot of that. Always women in my case. Just standing like a statue in the middle of the road. Plants, people etc hovering above ground. It was funny when someone parked a car in a diagonal fashion due to bumping and the npc was walking diagonally to enter the car
Elevators not working due to no options appearing. Side quests not popping and had to restart the game for it to happen. Just lots of stupid problems
Yes, I had such low expectations for this game and never took it seriously. Always felt like a comedy for me and loved it. Except for some crashes and getting stuck on missions. But I am used to save games every minute, literally.
So basically, this overdrive RT is actually what RT was promised to be so far - but in reality were just single facets of what RT is supposed to actually be.
And you need a 4xxx GPU+DLSS3 to consider using it. Roger Maybe it'll be something decent in another 5 years.

What help is DLSS3 when the game crashes with it? Couldn't get it to run stable with my 4090 at all. It was fine and suddenly the game froze and i was kicked to windows.

What is the rest of your PC?
For me, for example, I run 5800x3d, and it bottlenecks CP at 1440 widescreen. I have 3600 CL14 RAM also. Everything runs cool, also.
Truth is, RT is very CPU intensive, and 4090 is bottlenecked by everything even at 1440, except the newest CPUs.
my 4070ti is definitely bottlenecked by cpu with ray tracing on... GPU would manage to maintain 60fps with dlss balanced, but thanks to 9900k it goes 50fps in dense areas... same story with witcher 3...
Well it needs to run on the average midrange rig/consoles in order for it to be a viable investment for devs and therefore a new standard.
Otherwise it's a cool to have but at a ridiculous price to most. For the price of a 4090 here I could buy 2 3060 laptops. Fully capable machines. Not just a part.
I'm gonna say this shit is just gimmick stuff. Turned off by mistake you'd not even know you didn't have RTX enabled. It's complete horseshit unless you compare side by side or focus on it.

Overdrive vs Psycho I might agree, but the non-RT version really stands out in a negative way. It just looks flat and wrong when I'm used to Psycho RT.

I think after 5 years since its introduction. After every gpu that is and will ever be made from every vendor has RT. After all main consoles on the market have it and will forever have it. After near every big game that's being released has RT. It might be time to stop calling this hard, factual reality - a gimmick.
You can easily tell a rasterized game apart. You just need to play games with RT for a little while and train your eyes on how proper shadows, ambient cclusion and light should be. Then regular games will stick out like you wont believe.
