Crafting, main story, maps completion, open world metas / huge events, living world stories, expansions (+their story arcs)... the amount of single player content (that also rewards top tier gear!) is almost... overwhelming.
Nothing earth shattering, but there are loads of QOL changes, and enough other changes to give the game a different feel. I haven't done a complete playthrough since 2020, but I might go again with this

Seems that way. Would have been more interesting with DLSS2 3080 vs 4080. The cheat frames of DLSS 3 doesn't make it very fair even though it's what you get with that card.

Even at the maximum settings the game doesn't even look that good. Atleast not during the first hour.
For an amayzing 43 FPS with 4090 I would expect some Unreal 5.1 tech demo stuff.

I don't think the bottleneck in this case is the 40XX series... or the CPU... or anything else other than the way the game works. It's like trying to brute force a Bethesda game in 2023, they still run like shit at the usual choke points.

The bottleneck is probably due to lazy optimizations and useless assets which consume tons of performance for next to none visual benefits. Sometimes it feels that some devs probably hope that their game is the next Crysis 1 no matter how poor the game looks.
You will be fine with your 4080. It's an amazing card which NVIDIA wants to keep 'untouchable' due to very bad pricing. For 750-800€ it would sell like hot cakes.

NVIDIA just wants you to keep buying, everybody wins with unoptimized crap games except the customer.
RTX reflective water and improved ambient occlusion for -50% performance in any game. The only time its going to be interesting is if a studio like Valve makes a game and uses it, because it will be both used well and well optimised.
What studio's, right now are making non-buggy, non-crashing, non-stutters, 60+ fps games with RTX enabled ???
Ray Tracing will never not be extremely demanding. Never. It's the nature of it. 5 gens of gpus from now, when we're at the limit of how much we can shrink nodes, it will still be demanding and need DLSS. It's not a conspiracy by anyone, it's just how these things work.
The apearance of it running well on ocassion comes from being applied sparsely or using various other tweaks. Each game that uses it will only do as much as current hardware allows.
The overdrive mode for Cyberpunk that will introduce the new features is launching only in April 11, it's not out yet
