i don't believe it works any longer, if it worked then everyone would just use the cheapest region. i used it in the past (2-3 years ago) bought a shit ton of games for like 1/10th of the price i guess i was not exactly the only one..
It works but it's much harder now, you need to first buy a game using target country's payment method. So if you want Turkey, you need to first buy a game using Turkish CC, then it will allow the switch. As a foreigner it's close to impossible to get Turkish payment card without going there, having an address etc.
Other than that it's still the same. I used a service (707) that basically logs into your account and buys some cheapass game using their Turkish CC and switches the region.
The only risk is someone else is signing into your account, but I changed passwords instantly after and I only gave them a single 2FA code so they won't be able to do anything further.

That's not true, with a single 2FA code you can get your account's recovery codes.
That's why you should renew them as soon as the process is done. The risks are definitely there, but very unlikely otherwise these services wouldn't last too long. Besides that I'm not sure how much value people find in generic Steam accounts anymore since everyone has CS:GOs, GTAs etc games. Glory days are long gone but this is only my opinion.

How? It asks for a payment method from that region.
Last few pages have been about changing region. There is a paid service, cost like 10$ for someone to change your region. It means you have to provide your account credentials to some random person which then use credit card or something to buy a cheap game. It will convert your account and steam wallet if you had any.
