Because in charge of many companies nowadays there are often managers / PR representatives / negotiators very well trained in the art of 'persuasion', that get their way and turn profit not on the quality of their services, but their massive skill in bullshitting.
Hardsuit Labs having Mitsoda as part of the team probably was the biggest reason Paradox gave them the shot even though anyone that looked at their previous game would have known it was a bad idea from the start. It will be interesting to see who Paradox brings in to try an fix this mess and how much of the current game is salvageable from a dev standpoint.

Add to that the internal disruptive *current year* Twitterian atmosphere alongside pure mismanagement where the only capable individuals in there were insta-cancelled(tm) and you truly get the recipe for an announced disaster.
I don't think anything good will ever come out of this to be completely honest, but maybe a fresh start might lead to positive things after all. First we need to see who the project will be delivered to, though.

Back in October, Paradox CEO Fredrik Wester admitted the publisher had almost scrapped Bloodlines 2 completely after its incredibly troubled development, which has seen the project hit with multiple delays and other controversies since its announcement back in 2019 - a sequence of events that ultimately lead to original developer Hardsuit Labs being removed from the project earlier this year.
Wester also confirmed Bloodlines 2 was now in the hands of a "very reputable and talented" new developer and that the studio had "high hopes" the title would "be a good game that meets our players' desires." One thing Wester did not share, however, was the new developer's name, and Paradox has now confirmed that secrecy will remain in place for the foreseeable future.

Whichever developer they have working on it now it has to be one that Paradox owns or worked with before and released a decent game as you would hope they would not pick another untested developer to finish the game.

Obsidian is now Microsoft's property and they are busy making games for them.
I am not saying it's Obsidian but if it was even though they are part of Microsoft now, that would be one way for MS to gain console exclusivity to the title. But since the title was originally announced for Playstation as well, not sure if that would even work unless it was just a timed exclusive.

To be honest I had stopped following this for quite some time already, I just expect it to be delayed for years and years until Randy Pitchford barges in and Gearbox finishes it up at this point
The Chinese Room's games so far have been pretty average, Dear Esther was a nice introduction to the walking sim genre alright but Machine for Pigs really wasn't anything special. The fact that they spontaneously offered to take development over is a good sign though..

machine for pigs wasn't anything special, but that ending was pretty damn good.
Their problem isn't their abilities now i believe, but this product is tainted and messed with by a lot of people. It won't be easy for them to sort through this mess.
Its all (fairly accurate) rumours for now, but very likely its them. Paradox is keeping them a secret so far. People are saying that if you type "chinese room" on the games discord it gets auto censored. And that its apparently an open secret in the area the devs are.
But it seems that this is a salvage job. Chinese Room had a pitch to take the assets and get the game done in a couple of years. At this point it would be best for it to never come out, because its not gonna be what we want. And i'd rather Bloodlines remain the rough jewel that it is forever, rather than the discourse around the games in the future to be:
"Did you play Bloodlines ? No, no, not the 2024 game. God, what an awful piece of shit that turned out to be. No, im not talking about that. The 2004 one, the original game. Did you play that one ?
Oh, there's another one ? Didnt know that."

That first picture of the character sheet makes the character look a bit like those super deformed characters as his head looks huge on that body. With what we have seen of the game I really doubt that is just a mock up but probably what it actually looked like at that point.
