Amazon sells the AT-PEGI Steam version as Standard and Deluxe but to prevent issues with DLC-purchases, if it works (anyone knows?) I would create a separate AT Steam account and just gift the ultimate version to my German account.
I need 2 copies, so it's going to be a 200 € gamble unless anyone has any experienced with this and can tell me if this would/could work. Thanks! |
Excellent question. I'm asking myself the same question... Will we need a vpn connection with a non German IP just to activate the game (maybe to start the download in steam) or do we need to stay connected to the vpn to play?

There is a large thread on the Steam Community Page discussing this topic and in the end nobody really knows anything and we have to see and wait.
Steam tighted up their security/policies, VPN's no longer work. Some people were able to receive the game as a gift from Austria friends and it seems to have the proper uncut sub as per SteamDB.
I tried to create an Austria account but it detected my german IP. I tried to circumvent with an VPN and steam detected that, so there is that.
I ended up buying ROW deluxe copies at cdkeys.com now. If shit hits the fan I'm only out 85€ for both. If the keys don't unlock or end up being cut due to german account/ip I just wait for the yarr.

ROW keys should be fine, keys are tied to package, not to app id.

I wrote to their support a week ago if I could buy steam keys directly on their Techland Shop where you could set the region to AT and this is the answer I just received:
"All versions of the game will be cut for German players through critical updates that must be downloaded in order for the game to work correctly, regardless where they obtain the game from and on which gaming platform."
Which is BS if you ask me, maybe they are just playing it safe to not get into trouble (ie not assisting germans in circumvention), however geo-blocking within the EU is not allowed since 2018 and Steam as well as others were fined millions for this. But how is that geo blocking?
They still sell it in germany and with this Patch, they make sure that the laws in germany wont get bypassed. Like it was always the case with such games, "just get the AT Version and everything will be fine".
I bet they had to do this, so it wont get on the Index, like the first game.

Ok, you are right, it's more of a geofencing than geoblocking. Either way it's BS because if I would import from a different region they would actively convert this product to something else. At least that's what they are stating.
At least, if it would have ended up on the index, we would have an uncut (unrated) version only. The index only means that they can't market the game, there is no law that prohibits the use of it. In this case we'd all just import and it would work as expected. Can't blame them though, they are still a business and need to do what's financially best for them.
