I thought it's the usual placebo shit but I changed all the numbers in the file to 0 which should dynamically change the numbers.
I have a particular place where I check performance. Normally I have around 40 -50 fps in that place (fresh restart). After the change I have 50-60 fps.
Have to test stability but seems like a go to me!
Interesting, I tried that a couple of times yesterday but with setting the precise values for CPU and GPU, but nothing changed for me.
Its like they didn't optimize it or something.

Only worked after I put 0 for each entry. Try it out

Yeah, I'm in the same boat as you.
Tried setting them up to 0 and no difference whatsoever.
I have 32GB RAM, i9 9900K and 2080Ti, it runs okay, but I still would like a little bit more fps.
Then again, it seems like changing any of the options didn't do anything for me as well, I tried changing stuff from High to Medium to even Low and the fps was the same. The only significant change was when I disabled RTX, but after playing for 50 hours with it, it felt like a different game

Something must not be working for you, try the github mod I posted above your post. Then launch the game, then check that everything works by looking at the logs in <cyberpunk install path>/bin/x64/performance_overhaul/performance_overhaul.log
With your set up you should notice a difference since 16gb of ram and a 11 gb of VRAM should make a big amount of difference...
I have an i7 8700k, 16gb ram and a 3080. Granted the 3080 does a lot of difference but I almost doubled my FPS with this mod/change before I raised all my graphics settings.
At the very least you should see a fairly substantial FPS increase...
Tested the .dll / program, no, it's the same FPS, standing on the same spot i get 65-66 FPS, same afterwards. log says "success" on everything.
You can use this instead and you won't have to fix it every time over and over again every patch, it does the same thing but without having to edit anything, also fixed automatically the AMD thing, I use it and it works:

As for me, this fix sounded like bullshit but it actually literally made me able to almost max the game out.
I went from a mix of Medium/High setttings, Ray Tracing disabled and DLSS set to Performance with a mix between 40-60 fps depending on where I was.
To almost all High settings, Ray Tracing enabled (Reflections and Lighting set to Medium) but Ray Tracing Shadows disabled, DLSS set to Auto (which looks a lot better than the previous Performance I had one all the time). Now I have 55-60 fps at all times.
What an incredibly big oversight on CDPRs part. This was a game changer performance wise for me.

The scene I tested the performance with is CPU limited btw.
The game uses about 9GB of VRAM according to afterburner here, I didn't use the csv file edit. So unless afterburner is wrong, I doubt the settings in that file mean anything.
I've read that reddit sub a bit, some people claim a 100% fps gain

@Yondaime can you remove the csv file and start the game again? I can remove the file from the engine> config folder and the game starts as normal, file is not re-created. So that's why I concluded the file is redundant. If the engine really allocated the 3GB VRAM value, you'd have a big problem.

For me it stopped using almost 99% of CPU.
