That's me with Control right now. Game looks decent but it runs like absolute fucking dogshit. I'm running it on medium with an i7 8700K and 1080ti and it struggles to keep it at 60.
Cyberpunk 2077's DLC Reveal Delayed Until After Launch

CD Projekt Red has pushed back the reveal of Cyberpunk 2077's DLC until after its December 10 release date due to the game's several delays.
As reported by VGC, the news was revealed by CD Projekt Red president and joint-CEO Adam Kiciński during the company's Q3 2020 earning call after he was asked about announcing and selling a season pass for the much-anticipated game.
“The initial plan was to do it before release, but after the recent delay, we decided to wait for the release to provide gamers with the game and then start talking about future projects. So, after release.” Kiciński said, as transcribed by Seeking Alpha.

Not really surprising. Besides the fact that they have probably pulled devs off DLC to get the game out the door, I doubt people would be very happy if they started advertising DLC after multiple delays and with the game likely to launch in a buggy state.
They are also working on The Witcher 4 as well, although chances are they have probably pulled a big chunk of people off that to finish Cyberpunk. More or less a mirroring of what happened to Cyberpunk pre-production just before TW3's release.
The release time will depend on your location. As far as I know, they are doing a simultaneous worldwide release, which means people in the future like NZ, Oz, etc. get it some time on the 10th, but people stuck in the past, like the US, get it on the 9th.

The fact they mention that DLC is delayed is hilarious, this should have been way down on their priority list regardless, Deus Ex has shown DLC is irrelevant if you fuck up the main game. Don't be Square Enix 2.0
Either way I got it on Steam yesterday, despite my very doubts on this game I will happily reach out my hand assuming they prove me to be terribly wrong about all the fake hype
A normal production cycle for multi-hundred dev teams necessitates starting work on DLC before the base game releases because otherwise you have a bunch of people like artists with nothing to do. So either you pay them to do something else productive (like work on DLC) or you sack them. It's almost certain they do still have people working on DLC, because they literally can't help get the base game over the line. That's going to be most the work of programmers, some of whom would have normally moved to the DLC by this point.
As to the multiplayer, yeah, that's a separate team, but again has probably had some of its talent poached. Remember they have like 600+ devs now or something, so they have multiple teams working on all sorts of different stuff.
A smart company has something(s) in the pipeline for the coming months/years. Would be stupid business otherwise. I understand what announcing DLCs now will cause though. "OMFG they are already working on DLC and the game isn't even finished yet!?".

I was commenting about the delay of the DLC info, there was no need for that IMO. They could've just shared the info, but it probably would have caused a shitstorm since we all know companies finish one product first and THEN move on to the next Working on DLCs before release is a big no no and it's cut content.
