He has a 2600k from a billion years ago and you're asking, why he wants to upgrade? ^^
Yes, just because he/she has it for like x amount of years? Well, if one wants to upgrade just because of that then it's fine it's his/her choice but I find that justification pretty dumb.
You know it's like buying a PC and then: why did you buy it? Because I can run checkdisk on it!
Normally you do an upgrade because there is an application (game) that is not running the way you want it. This is why I have asked what is the name of the application(s) that he/she wants to run, because some might require more CPU some might require GPU.
Like He/She wants to run borderlands 2 at 60FPS all the time maxed out, then I would say don't upgrade anything since no matter what you do it won't hit 60FPS all the time.
Why do you want to ugprade?
Do you have any application that doesn't perform as well as you want it to?
If so, what?
For playing. Apps and other things work fine.
Games don't run well or at setting I want to play and I often end up playing in window mode or fiddle with settings for 40-50 fps.
2600K + GTX 970. I could slot in 3080 but I saw like 30-40fps loss/heavy bottleneck. So thinking to upgrade full PC and hoping it will last well for another decade like my current PC. Never had any experience with AMD stuff but 3600 seems to be super popular choice at the moment.
The way I see it, every life is a pile of good things and bad things. The good things don’t always soften the bad things, but vice versa, the bad things don’t always spoil the good things and make them unimportant.

Poor person speaking ^
You know, sometimes we just want to upgrade our old stuff. What an truly outlandish thought.
I've been using my 2500k for 9,5 years (nice deal for less than 250$ back in the 2011) and although nowadays I don't play much I'm very happy with my upgrade. Especially with 3060/3070 upgrade in near future - i5 was even bottlenecking 1060 6GB.
They are already pretty much on par with intel in this regard, AMD has very good IPC, only problem they have currently is the memory latency due to chiplet design vs intel monolith core design, this is where intel wins if the game engine is shit.
- MSI B450 Tomahawk Max for 60€ (used)
- 3600x for 125 € (used). I wanted (and still want) the 3700x, but for that price I had to take the 3600x now. Probably will always be able to sell it on for that price later.
- Crucial Ballistix 3200 Mhz / Cl16 RAM 16GB for 60 € (new)
- Pure Rock 2 fan for 30€ (new)
So overall 275 € for quite a decent update I think. As well as the possibility to upgrade to Zen3 or 3700x if I get a good price.

"Enlightenment is man's emergence from his self-imposed nonage. Nonage is the inability to use one's own understanding without another's guidance. This nonage is self-imposed if its cause lies not in lack of understanding but in indecision and lack of courage to use one's own mind without another's guidance. Dare to know! (Sapere aude.) "Have the courage to use your own understanding," is therefore the motto of the enlightenment."
How are ryzen with emulators and such though? i just recall amd's cpu's being horrible when it comes to emulation.
My 3800x handles the wii emulator to play breath of the wild perfectly. Together with ascynchronous shader compilation I'm basically at 60FPS + all the time.
