I successfully extracted the two layers using ISObuster, but am not sure how to burn them to a dual layered recordable DVD+R. Does anyone have any suggestions on how I should go about this or what program I should use?

Was it an image from the beginning or what do you mean? You say you extracted the two layers? Why did you do that?
If it was an ISO from the beginning all you had to do was getting a DL dvd and then burn the image with your preferred burning app (nero, dvd decrypter, whatever).

No I own the actual disc, I just bought some dual layered recordable discs and was wondering how to do it. I didn't think you could do a straight rip from a dual layered disc. I tried it once before on a PS2 game to see if I could, but it didn't boot up using any swap method. I read somewhere that to do it you need to extract both layers then reintegrate them. I was just looking for some pointers.

Oh ok, my mistake thought it was an downloaded DL ISO.
Is it a game or a movie or what it is?

this only applies to ps2 though, it cant read DL +R/-R, when it comes to pc games or movies, all you have to do is create an iso of the disc with dvd decrypter and burn it with the same.

Oh, sorry it's a PS2 game. Can I use DVD decrypter to burn both layers or do I have to combine it with something like WinISO then burn it?

Well if I understood D_A_Kuja right the PS2 can't read DL dvd's you burn yourself. So the only thing you can do is getting a HDLoader for the PS2 or see if the game can be split into 2 discs and still work that way.

you cant really do anything about this yourself if youre not skilled with this kind of thing, splitting a game into 2 discs will just create a mess as the game obviously wasnt created to run on 2 separate discs. so you cant expect half of the game to be chronologically on one dvd and the other half on the other, prolly the needed textures for every level are spread across both layers - that means you d have to move the files around till you have the game split into 2 chronological halfs. this is extremely tough as even the best groups out there used to have problems with such stuff, like for example champions of norrath.
the only game where its not that hard to do is gran turismo 4 because both layers contain the same data (its actually a dvd5 game) but the layer checks need to be removed or relinked to actually make the game run on a single layered dvd5.
in short: dont try to do anything, its complicated, dload a dvd5 version of the game if available instead.
