buying for me with my credit card from my country, time ago used to use skrill but then they enabled visa cards for India so this step was unnecesary.

You can't use a card from a different country. Best thing to do is use an alt account to buy digital steam gift cards and directly gift to your main account.

I use paypal on a UK account (but you can use wtf payment method you want you want) to buy Steam gift cards and send them to my Agentinian account, as Newty182 pointed out above. I usually only top it up to buy something but I actually added a bit of float a couple of weeks back as the exchange rate was and is still very favourable due to the currency crisis in Argentina. So it's working fine.
Steam aren't taking Argentinian pesos so it may be that no credit cards will be accepted regardless of region as they all pay in pesos and not your own currency. That would suppose even Argentinian credit cards won't be accepted either though I can't be sure.

Anyway I have had no bother buying games from Argentina using my topped up Steam wallet. My most recent purchase was 2 minutes ago.

i buy a steam wallet card in a local store (50 Euro) or you can try kinguin, g2a and whatnot. When i go to redemm gift card and enter the code, the currency is converted to the store region currency. so you still get cheap games, but its not so convinient.

Absolutely no need to go to any store or buy from any middleman - Newty182 already posted the link to buy digital giftcards online via steam.

You buy them using a Steam account in your region (you can have more than one Steam account ) and gift them to the Argentinian account. Steam converts the euros or pounds or dollars etc. to Argentinian pesos. It's piss easy!

If you're asking about Steam digital giftcards there is no delay. So if you wanted to buy something now and didn't have funds in your Argentian wallet you can gift enough to cover the cost of the game and buy it immediately.
