They're probably trying to emulate the FPS of a cartoon.. but boy does it look retarded.
It already doesn't really work and irritate me when they combine manga animation + 3D they have to put at the same FPS, there's no need to go for it when it's fully 3D. It just looks wrong.

The way I see it, every life is a pile of good things and bad things. The good things don’t always soften the bad things, but vice versa, the bad things don’t always spoil the good things and make them unimportant.
Umm.. I watched a few seconds from the release and in many scenes the whole thing looks like you're watching a 3D version without glasses. The edges are blurry, and the "chromatic aberration"-ish effect is all over the place. Is it supposed to look like this?
Only the characters have a lower framerate, but it's intentional as far as i can tell. The environments move smoothly, overall it's an interesting effect. We loved the movie too, great story & style.

It's not the framerate I have a small gripe with, it's the fact that it looks like I'm watching a 3D movie without glasses, blurriness and chromatic aberration effect smeared on screen... It's a bit jarring at first, that's all.
It's no different in traditional claymation either. Same smooth camera movement, but choppy, yet still visually spectacular animation. I think they used it well here. Completely unnecessary, but made it feel a bit more...comic-y.
Now I kinda wish there was a normal framerate version out there to compare which one would work better.
