Can you get to the command prompt (in admin mode) somehow (ctrl+alt+del to open task manager, select Run new task and typr cmd)?
Then type SFC /scannow and press enter.
You could do it in safe mode in case there IS a virus that starts up with Windows as a service.
If you manage to get it working, download and run Unhackme (and perhaps other anti-viruses that deals with everything from file viruses to rootkits).
Last case scenario: blow the system and reinstall fresh.

kk, ye she also has no internet appranltly so ill have to put some stuff on usb drive
but i thought defender these days should stop most of this nonsence, doubt she opened some weird site or email. Heck i been on all kinds of grey sites and havent had a virus in a decade on an unpatched win7/xp
does msconfig work on win10?

Yeah. Win10 is more or less Win7 with a new UI. Most (nearly all) of the stuff in Win7 is in Win10. It's just hidden behind Win10's UI. Right click the start button to get at the important stuff (once you get explorer.exe up and running).
In fact, to see if explorer.exe has actually been deleted or not, type explorer.exe when you use "Run new task" from the task manager. If it can find the file but nothing happens it's either bad or it's something else.
You'd be surprised about how non-technical users can fuck up an OS. I've helped many non-techie friends and I simply can't understand how they managed to do what they did to fuck things up (non-virus related issues).

Except that is not.
Take DirectX for example. Also Windows Defender is much better and more secure than in Windows 7. Win 10’s security in general. Win 10 Pro has Bitlocker, Win 7 Pro doesn’t etc..
Of course we can say ”but I dont use/need that...” but we can say so about any os can’t we.

seriously win10 is junk lol, i come there , she turns on laptop computer, the harddrive is going ballistics , it was at 100% activity for at least 30 mins. Everything worked, task manager, exloring files using keyboard shortcuts , old internet explorer, all just shit slow
everything EXCEPT her start button and microsoft edge explorer (that she uses for her internet browsing) that literaly gave a error not found bullshit, the start button just wouldnt load at all, didnt even respond when u clicked on it.
Im thinking she had an update that didnt finish when she last turned it of and the computer never finished its updates untill i let the machine run its course
at NO point was there any message that the machine was updating or running any special tasks, just hardrive noise and 100% use indication, nothing else.
It looked like a virus but after 30 mins everything worked like nothing happened, start button loaded and the edge shortcut also worked again .... super silly.  malwarebytes scan was clean. all working like normal now

I'm unable to get HDR running on PC it says HDR Video Codecs missing i cannot find anything for WDDM anywhere ? Also since its LTSC 2019 there is no store installed help

im not really sure but it seems like you can install it only with the store.
atleast if you mean the HEVC codec. whatever this is i got no idea about this.
normal hdr playback should come with the drivers.
so either you install the store, install the app and then try to remove the store again (if you want too) or i guess you are fucked.
but like i said im not exactly sure, maybe there is a workaround.
but if not you can install the store so hope is not lost.
and yes, before someone is saying anything.
ltsc with the store installed is not the same like pro or edu version.
so please don't say crap like "uhhh you could have installed pro then anyway"
even with the store installed ltsc offers much more then any other windows 10 version.

apparently you need media codecs or stuff like those to use the store in the first place.
since the N editions come without media player those may be missing and this may be the reason you have to install the media pack for those N editions to get the media player etc back.
if you got the normal LTSC version without N then you don't need to install the media pack of course.
wasn't aware of thise since i always use non N editions. doesn't matter if it's Windows 10 Pro, LTSC or Windows 7.
sooner or later you will face compatibility issues like now for example with the store or in the past even with games. there were cases were games wouldn't even run with the media pack installed on N editions, it worked only on real non N editions.

microsoft toolkit 2.6.2 tells me that it can't rearm aymore, kmspico tells me that it can't do shit because this is an eval version (5 days until license expires).

Done it several times, and not a hitch, if you follow the correct procedure. I'm on LTSC 2019 now (further de-bloated before install @ DISM level), so I have no need to use the guide now. |
I did but for some reason, when tried to start HWINFO64 for temps, it always get stuck at detecting some sensors/temps, mouse cursor is responding, but that's all, nothing else is responding and i need to power down PC via button. First i though that maybe SSD is dying, but rechecking confirms nothing was wrong. After OS reinstall HWINFO64 works fine.
EDIT.: second try was successful
