Jeezus, building is a fucking nightmare. Just like in FO4, there are constant clipping issues, elements will decide by themselves whether they'll fit into places or not. I spent at least 2 hours trying to build a simple 2 story house, and it's aggravating. Trying to build a simple railing on the upstairs balcony...2 minutes ago it snapped just fine. Moving a couple walls around, now they will not snap, even though the layout is essentially the same.
Given that the same issues were present in FO4 and they were not only not fixed there, but are still present here...for fuck's sake these fucking idiots.
And to make it all even worse, because of MP, all things must be accessible. You cannot build a second floor without maintaining a constant stair access...and only the first one counts, if you place another set of stairs, the original one NEED to be in place or the game will think upstairs is inaccessable.
Do settlements you build remain in the game world when you log out? How is the state maintained? What happens if players decide to tear it down while you're away?
Doesn't seem so. I went to get some lunch, I was away for maybe an hour. I claimed a 'settlement', built a few turrets, then I logged out. When I logged back in, the site was unclaimed, and all my stuff was gone.
EDIT: tested it. Logged out for 2 seconds. When the game loaded the site was back to default. Had 3 "extractor" thingies. All gone. Had at least 8 turrets set up. All gone. 4 medium generators? Gone.
It's quite astonishing how amateurish this whole game is.
EDIT2: Also, there don't seem to be "servers" in the traditional sense. It seems there's one central world, and the game dumps you into an instance. No wonder anything you build is reset after you log out.

last time i got fucked like that was when i spent 100 euro on a cd of ultima 8 that had 15 megabytes on it. but holy fuck, it had full gfx n music n everything, what a game back then.

Those sites you can claim are only yours untill someone else claims them or you log out.
That isnt your main base though, it even tells you when you first claim one of those resource sites.
Further more, your own base is 'blueprinted' you can just slap it on at a new location directly. (EXCEPT right now it's buggy sometimes the blueprint 'breaks' and instead of having one blueprint to slap, you get separate one for each foundation your base had.)

I haven't tried the game so I have incomplete knowledge of this, but I previously saw Bethesda describe the settlement/camp concept as a "base that you move with you". It seemed as if the player is supposed to create a "copy" (I think?) of their base, and then they can paste it across the world as they explore, logout, log back in, explore more, etc.
It does seem as if the system is based around temporary camps, not a permanent world/camp.
Given the talk during beta about how heavily client-side the game is with minimal server validation, and how all traffic is unencrypted, I'm wondering how long it will be before someone comes up with a way to run it offline.

Yeah, no NPC's, no interaction except through "message in a bottle"-type of quests and monster bashing and a TON of looting to build temporary bases. A sandbox with very little content. That must feel like a completely empty world.

No. You get to keep your camp. Camps are persistent.
Workshops are temporary. You're supposed to take over a workshop, build production buildings, mine ores basically, and defend it from other players who want to do the same.
