Not sure it's a steam thing or a win10 thing, but since it's the only issue I've encountered with win10 so far I'll assume it's a steam thing.
Steam overlay is not working at all. Already reinstalled steam, added the webhelper, exe, gameoverlay exe to the firewall's outbound rules but it's just not working.
Any ideas?

weird works without any problems here on ltsc 2019.
maybe it's some conflict with msi afterburner/riva tuner? even tho i have that installed too...
maybe a conflict with mumble, discord overlay or something else. mmhh

No afterburner, rtss or whatever running. Latest nvidia drivers (which I've installed along with LTSC).
EDIT: well, running steam as an admin seems to fix it, but the warning steam gives me when I do so tells me that this might cause some issues too

Hardly anything is using localized depots (that what you download through Steam), so that shouldn't cause any issues.
BTW, I don't recall, but is there any delay added when you switch region while buying games? For example, if I move to Argentina now, do I have to wait? And how would you pay for stuff? Does PayPal still work or ...? You also need to use VPN when you buy things I think?

You only need VPN to switch regions, I switched from India to Argentina a while ago and didn't have to wait before buying.
One disadvantage over using Argentina vs India is that you could pay with Skrill on Indian Steam, you can't use it on Argentinian one so I resort to buying 20 GBP steam wallet cards every once in a while.
You don't need to use VPN to play or buy anything after you switch regions.

Checked some of the games from my wishlist and indeed it's cheaper in Argentina. Maybe it's time to move again. But I forgot how I switched to India, it works with proxy with transparent ip? No?

I just logged in into the Steam app on my phone wih an argentinian VPN enabled, let me change region without problems.

VyprVPN isn't working on Win10 
EDIT: Got it working, and done but prices don't seem that far removed from rajesh steam...

Just for clarification, if one were to relocate to Argentina, would one be able to add Steam Wallet using out of country Paypal or credit card? Steam Cards have a 20% markup where I am, so the other payment methods are preferred.

Steam app with argentinian VPN on mobile->Change region-> Add Argentinian address-> Done
Wallet funds get converted, you can buy anything you want.
No paypal, only argentinian credit cards work. I just keep a nice supply of wallet funds, bought in shops (wallet gift cards).
Changing the region has drawbacks, remember.
