Huh? You are not having a driving license? This is from the first things you learn - first you follow traffic lights, if there are non or they don't work, follow a traffic cop if any or signs, when no signs give way to the one who is on your right side (at least this rule we have here and I think everywhere else in the EU?).

The right priority is: traffic cop, traffic lights and then signs, that's how it goes, traffic cop is above all.
